The General Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye, Mr. Muhsin Şentürk, paid an official visit to the Republic of Azerbaijan between 5–8 April 2026, upon the invitation of the Prosecutor General of the Republic of Azerbaijan, Mr. Kamran Aliyev.

During the visit, Mr. Şentürk was accompanied by Dr. Seda Türkan Manav Dursun, Public Prosecutor responsible for International Relations at the General Prosecution Office of the Supreme Court of Appeal, together with Senior Public Prosecutors Mr. Mehmet Özkılıç, Mr. Hasan Bilgin, Mr. Şerafettin Elmacı, Ms. Elif Aydan Bozfırat and Mr. Engin Koç.

Within the framework of the visit, which aimed at further strengthening the well-established cooperation between the prosecution authorities of the two countries and enhancing the exchange of knowledge and experience, Mr. Şentürk held comprehensive meetings with the Prosecutor General of the Republic of Azerbaijan. During the meetings, issues such as criminal justice, inter-institutional cooperation, coordination in combating crime and the professional training of prosecutors were discussed.

The parties reaffirmed their mutual commitment to further strengthening cooperation between the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye and the Prosecutor General’s Office of the Republic of Azerbaijan, as well as enhancing coordination within international platforms. In recognition of his contributions to the development of cooperation between the two countries, Mr. Muhsin Şentürk was awarded the Jubilee Medal of the Republic of Azerbaijan “100th Anniversary of the Prosecutor’s Office of Azerbaijan.”

During the visit, Mr. Şentürk was received by H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan. 

Mr. Şentürk also held meetings with Mr. Farhad Abdullayev, President of the Constitutional Court, Ms. Sahiba Gafarova, Speaker of the Milli Majlis, and Mr. İnam Karimov, President of the Supreme Court.

As part of the programme, the delegation visited the Anti-Corruption Directorate General under the Prosecutor General’s Office of the Republic of Azerbaijan and was briefed on its activities, emphasizing the importance of exchanging best practices in this field.

The delegation also visited the Victory Monument, the Alley of Honour, the Alley of Martyrs and the Turkish Martyrs’ Cemetery, where they paid their respects to the memory of the martyrs.

Within the scope of the visit, Mr. Şentürk delivered a lecture at Baku State University entitled “Regional Cooperation within the Framework of the Organization of Turkic States and the Role of Prosecution Authorities in Combating Crime.”

Furthermore, Mr. Şentürk and the accompanying delegation paid a courtesy visit to H.E. Prof. Dr. Birol Akgün, Ambassador of the Republic of Türkiye to Baku.

At the invitation of the General Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye, Mr. Muhsin Şentürk, the Prosecutor General of the Russian Federation, Mr. Aleksandr Vladimirovich Gutsan, paid an official visit to Ankara on 10–11 February 2026, accompanied by his delegation.
The delegation of Mr. Gutsan included Deputy Prosecutor General Mr. Petr Gorodov and Head of the General Organizational and Analytical Department Mr. Andrey Nekrasov, as well as Directors General responsible for Protocol, Media Relations, and Physical Protection and Security, together with senior prosecutors, prosecutors, experts and other officials.
During the visit, the delegation was accompanied by the Chargé d’Affaires of the Embassy of the Russian Federation in Ankara, Mr. Aleksey Ivanov, and other representatives of the Embassy.
On 11 February 2026, a meeting was held at the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye. During the meeting, the General Prosecutor, Mr. Muhsin Şentürk, provided detailed information on the structure, functioning, duties and competences of the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye. The parties underlined that strengthening cooperation between the respective Prosecutor General’s Offices would contribute to enhancing the effectiveness of the fight against crime. They also exchanged views on further developing institutional cooperation and signed a “Cooperation Program” covering the period 2026–2027.

Mr. Akram Ismail Hasan Alkhatib, Attorney General of the State of Palestine, and the accompanying delegation paid a visit to Mr. Muhsin Şentürk, General Prosecutor of the General Prosecution Office of the Supreme Court of Appeal, during their official visit to Ankara upon the invitation of the Turkish Justice Academy.
During the meeting, the parties exchanged information and views on the legal systems of the two countries, as well as on the duties, authorities, and functioning of their respective Prosecutor’s Offices.
H.E. Mr. Nasri Abu Jeesh, Ambassador of the State of Palestine to Ankara, also accompanied the Attorney General of the State of Palestine during the visit.

The Prosecutor General of the Supreme Court of Appeal of the Republic of Türkiye, Mr. Muhsin Şentürk, participated in the 4th Forum of Prosecutors General of the Balkan States, held in Sofia, the capital of the Republic of Bulgaria, between 5–7 October 2025.
During the visit, Mr. Şentürk was accompanied by Prosecutors of the Supreme Court of Appeal, Dr. Seda Türkan Manav Dursun and Mr. Halil İbrahim Aslan.
The Forum, which brought together the Prosecutors General of the Balkan countries, served as a high-level platform to address joint efforts to combat organised crime and to strengthen international judicial cooperation at the regional level.
As one of the opening speakers, Mr. Şentürk, in his address, emphasised the importance of international cooperation and dialogue among prosecution services in combating organised crime, underlining that justice, ethical values, trust-based cooperation and solidarity among prosecutors play a crucial role in ensuring stability, security and justice in the Balkans.
The opening session also featured Mr. Borislav Sarafov, Acting Prosecutor General of the Republic of Bulgaria; Mr. Rossen Jeliazkov, Prime Minister of the Republic of Bulgaria; Mr. Michael Schmid, President of Eurojust; the European Commissioner for Justice, Democracy, Rule of Law and Consumer Protection (via video message); and Mr. Georgi Georgiev, Minister of Justice of the Republic of Bulgaria.
In the course of the visit, Mr. Şentürk held bilateral meetings with Mr. Borislav Sarafov, Acting Prosecutor General of the Republic of Bulgaria; Mr. Daniel Mitov, Minister of the Interior of the Republic of Bulgaria; Mr. Georgi Georgiev, Minister of Justice of the Republic of Bulgaria; and Mr. Michael Schmid, President of Eurojust. Mr. Şentürk also paid a courtesy visit to H.E. Mr. Mehmet Sait Uyanık, Ambassador of the Republic of Türkiye to Bulgaria.

The Prosecutor General of the General Prosecution Office of the Supreme Court of Appeal, Mr. MuhsinŞentürk, participated in the 4th Meeting of the Prosecutors General of the Member States of the Organization of Turkic States and the 6th Meeting of the Prosecutors General of the Member States of the Economic Cooperation Organization, hosted by the General Prosecution Office of the Republic of Uzbekistan, in Tashkent, between 24–27 September 2025.

During the visit, Mr. Şentürk was accompanied by Prosecutors of the General Prosecution Office of the Supreme Court of Appeal, Dr.Seda Türkan Manav Dursun and Mr. Faik Ersöz.

Within the framework of the meetings, Mr. Şentürk delivered presentations on: “The Implementation of Modern Information and Communication Technologies in the Activities of the Prosecution Authorities and the Development of Digital Forensics”; and “Preventing and Combating Corruption: Exchange of Best Practices.”

In the course of the visit, Mr. Şentürk also held bilateral meetings with the Prosecutor General of the Republic of Uzbekistan and the Prosecutor General of the Islamic Republic of Iran.
