General Prosecutor of the Supreme Court of Appeal Mr. Mehmet Akarca and the Senior Public Prosecutors of the Supreme Court of Appeal Mr. Bahattin Azizağaoğlu and Ms. Dr. İlknur Altuntaş attended the Second International Justice Conference under the theme of “Justice and Investment: Issues and Challenges” which was held on 21-22 October 2019 in Marrakech.
At the Conference where there were 850 participants from 70 countries, Mr. Akarca made a presentation about the effect of the judicial system on the investments, and the works carried out in our country on justice and technology. Also, Mr. Akarca held bilateral meetings with the President of the Public Prosecution of the Kingdom of Morocco Mr. M'hammed Abdenabaoui, Minister of Justice of the Kingdom of Morocco Mr. Mohamed Ben Abdelkader and President of the High Judicial Council Mr. Mustapha Farees.

"1st Working Forum for the Balkan States' General Prosecutors" was held in cooperation with the General Prosecution Office of the Supreme Court of Appeal of the Republic of Turkey and the Prosecutor's Office of the Republic of Bulgaria between 16 - 18 October 2019 in İzmir.

The Forum started on 17 October 2019 with the opening speeches of the First President of the Supreme Court of Appeal Mr. İsmail Rüştü Cirit, Minister of Justice Mr. Abdulhamit Gül, General Prosecutor of the Supreme Court of Appeal Mr. Mehmet Akarca and ended on 18 October 2019 with the announcement of "Joint Conclusion on the Establishment of Working Forum among the General Prosecution Offices of the Balkan  States ".

In this historical Forum held with the participation of General Prosecutors from Albania, Bosnia Herzegovina, Bulgaria, Montenegro, Kosovo, Romania and their delegations; it was aimed to establish a permanent and legal platform among General Prosecution Offices of the Balkan States with the joint initiative of the General Prosecution Office of the Supreme Court of Appeal of the Republic of Turkey and the Prosecutor's Office of the Republic of Bulgaria.

The said Forum aims to strengthen the judicial cooperation between General Prosecution Offices of the Balkan region in order to fight against trans-boundary crimes such as human trafficking, migrant smuggling, drug trafficking and especially terrorism, which all have international aspect. Therefore, "Joint Conclusion on the Establishment of the Working Forum among the General Prosecution Offices of the Balkan States" was prepared during the Forum with the opinions and contributions of the participant countries and the delegations; and it was aimed for the General Prosecutors of the Balkans States to come together in a Balkan State every year  in order to share their problems and good practices within the framework of a particular theme.

It was decided that the 2nd Working Forum for the Balkan States' General Prosecutors will be held in Bulgaria in 2020, the 3rd Working Forum will be held in Romania in 2021.

The First President of the Supreme Court of Appeal Mr. İsmail Rüştü Cirit, accompanied by a delegation, the General Prosecutor of the Supreme Court of Appeal Mr. Mehmet Akarca and the Senior Prosecutors of the Supreme Court of Appeal Mr. Mehmet İbrahim Obut and Mr. Cem Necip İşçimen participated in the Conference of Supreme Courts Presidents and General Prosecutors on “International Terrorism and Illegal Migration” which was held by the Supreme Court of Montenegro between 24th – 26th June 2019 in Budva, Montenegro. General Prosecutor Mr. Mehmet Akarca made a presentation on “Terrorism and Illegal Migration” at the Conference.

PALESTINIAN-TURKISH  JOINT CONFERENCE

(11-13 April 2019, Ramallah/Palestine)

 

Palestinian & Turkish Joint Conference which has a historical importance, held on 11_13 April 2019 in Ramallah under the title “Digital Evidences within the Context of the Requirements of Investigation and Human Rights” with the cooperation of the General Prosecution Office of the Supreme Court of Appeal of the Republic of Turkey and Attorney General’s Office of State of Palestine has been a very successful and productive Conference.

This Joint Conference was held with the large-scale financial support of the Turkish Cooperation and Coordination Agency (TIKA).  Total number of 630 participants including the attendees from Attorney General’s Office of the State of Palestine, 45 foreign participants from 22 different countries such as Argentina, Azerbaijan, Botswana, Brazil, France, Finland, Netherlands, United Kingdom, Scotland, Italy, Montenegro, Northern Republic of Macedonia, Mauritania, Jordan, Poland, Romania, Russian Federation and Thailand attended the Conference. In addition to the representatives of Eurojust and International Association of Prosecutors (IAP), 42 participants from Turkey participated in the Conference.

President Mahmoud Abbas welcomed the representatives of Turkish and foreign delegates.

42 Turkish delegates consisting of Mr. İsmail Rüştü Cirit the President of the Supreme Court of Appeal of the Republic of Turkey, Mr. Mehmet Akarca the General Prosecutor of the Supreme Court of Appeal of the Republic of Turkey, Mr. Yusuf Ziyaattin Cenik the Secretary General of the Supreme Court of Appeal, Mr. Remzi Doğan Head Assistant of the General Prosecutor of the Supreme Court of Appeal and Public Prosecutors of the Supreme Court of Appeal, representatives of Ministry of Justice, Ministry of Foreign Affairs, Presidency of TİKA attended the Conference.

Ms. Dr. İlknur Altuntaş, Ms. Ayben İyisoy Senior Prosecutors of the Supreme Court of Appeal and Assoc. Prof Dr. Assistant Professor Hasan Sınar were session facilitators. Dr. Sacit Yılmaz, Ahmet Gül, Necati Nursal Senior Prosecutors of the Supreme Court of Appeal, Mahmut Kaan Yüksel Public Prosecutor of Ankara, Assoc. Prof Dr. Professor Murat Volkan Dülger Lecturer in İstanbul Aydın University, Assoc. Prof Dr. Hasan Sınar in İstanbul Altınbaş University and Mr. Kemal Veli Açar Manager of the Department of the Cybercrimes of the Turkish National Police made presentations at the Conference.

During three-day Conference, subjects were discussed such as gathering and submitting the digital evidence to the court related to cybercrime which is spreading around the world as a result of technological developments and has become an important problem for criminal justice system.  In this context, issues such as the right of privacy and personal data protection, principles for gathering and using the evidence through legal methods and according to the international principles, approach to the fake digital evidence, protection of children and family in using the digital evidence, importance of international cooperation and reliability of the digital evidence were handled in the light of human rights principles. Importance of international cooperation for effective investigation and prosecution in combating the crimes, for punishing the defendants and for recovering the victimization has become evident once again.

Representatives of foreign countries had the opportunity to observe hard living conditions of the people of Palestine during both the Conference and social programs.

General Prosecutor Mr. Mehmet Akarca’s and Public Prosecutors Mr. Fevzi YILDIRIM and Mr. Remzi DOĞAN participate in the International İstanbul Law Congress, which was held under the auspices of the President of the Republic of Turkey in cooperation with the Ministry of Justice and Justice Academy in İstanbul on 17-19 October 2016. During the Congress Mr. AKARCA holds bilateral meetings with  the General Prosecutor of Somalia, Federal General Prosecutor and Justice Minister of Nigeria, General Prosecutor of Niger, Deputy General Prosecutor of Mongolia,  General Prosecutor of Mali,  General Prosecutor of Macedonia, General Prosecutor of Cameroon, General Prosecutor of the Court of Cassation of Oman, Deputy General Prosecutor of Kyrgyzstan  and Deputy General Prosecutor of Afghanistan.
