The General Prosecution Office of the Supreme Court of Appeal organizes study visits at home and abroad with the aim of improving relations with the foreign prosecuting authorities, judicial institutions and international organizations, information sharing and strengthening cooperation. For that, it participates in international conferences and organizes international conferences in Turkey. The Office hosts the foreign delegations and provides information regarding the prosecution system in Turkey and the structure, duties and powers of the General Prosecution Office of the Supreme Court of Appeal.



3nd Meeting of the Council of Prosecutors General of the Organization of Turkic States

 

    Mr. Muhsin Şentürk, General Prosecutor of the Supreme Court of Appeal of Republic of Türkiye, together with Mr. Bülent Yenigün, Ms. Seda Türkan Manav Dursun and Mr. Fuat Uslu, Public Prosecutors of the General Prosecution Office of the Supreme Court of Appeal, participated to the 3rd Meeting of the Council of Prosecutors General of the Organization of Turkic States held in Bishkek,  hosted by the Prosecutor General's Office of the Kyrgyz Republic between 24-27 July 2024 with the theme “Strengthening Cooperation of the  Prosecutor General's Offices of the Organization of Turkic States for an Effective Response To Modern Global Challenges”.

    Prior to the official meeting, Mr. Muhsin Şentürk, General Prosecutor of the Supreme Court of Appeal, visited Mr. Maksat Asanaliev, Prosecutor General of the Kyrgyz Republic at the Prosecutor General's Office of the Kyrgyz Republic for bilateral meetings and held bilateral meetings with Mr. Kamran Aliyev, Prosecutor General of Azerbaijan, Mr. Igor V. Krasnov, Prosecutor General of the Russian Federation, Mr. Berik Asylov, Prosecutor General of the Republic of Kazakhstan and Ambassador Mr. Kubanchbek Ömüraliyev, Secretary General of the Organization of Turkic States. In addition, Mr. Şentürk and the accompanying delegation visited Mr. Ahmet Sadık Doğan, Ambassador of the Republic of Turkey in Bishkek.

    The meeting was attended by the General Prosecutors of Azerbaijan, Kazakhstan, Uzbekistan, Kyrgyz Republic and accompanying delegations of senior prosecutors, as well as the Secretary General of the Organization of Turkic States and the General Counsel of the International Association of Prosecutors. Presentations were made by the General Prosecutors of the Member States of the Organization of Turkic States in alphabetical order on the country practices, problems encountered and solution proposals regarding the agenda theme “Strengthening Cooperation among the Prosecutor General's Offices of the Organization of Turkic States for Effective Response to Current Global Challenges”. 

    The Final Declaration of the 3rd meeting of the Council of Prosecutors General of the Organization of Turkic States was signed by the General Prosecutors’ of all member States on July 25, 2024 and it was decided that the next 4th meeting will be held in the Republic of Uzbekistan in 2025.

2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States


        “2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States” under the theme of “Legal Regulations and Country Practices on International Judicial Assistance & Challenges and Solutions” was hosted by the General Prosecution Office of the Supreme Court of Appeal between 22-26 October 2023 in Ankara.
        Secretary General of the Organization of Turkic States Mr. Kubanychbek Omuraliev, Prosecutor General of the Republic of Azerbaijan Mr. Kamran Aliyev, Prosecutor General of the Republic of Kazakhstan Mr. Berik Assylov, Prosecutor General of the Kyrgyz Republic Mr. Zulushev Kurmankul, Prosecutor General of the Republic of Uzbekistan Mr. Nigmatilla Yuldashev, Prosecutor General of the Turkish Republic of Northern Cyprus Mr. Sarper Altıncık, with the accompanying delegations consisting of prosecutors who are experts, as well as General Counsel of the International Association of Prosecutors (IAP) Ms. Shenaz Muzaffer, and Executive Director of IAP Ms. Janne Hübner, along with national and foreign participants attended the 2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States during which the legal regulations of the member states of the Organization of Turkic States on international judicial assistance, the challenges faced in practice and possible solutions within the framework of judicial assistance were discussed and evaluated.
        At the Meeting for the Members during the 2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States organized in Ankara in 2023, which is the 100th anniversary of the establishment of the Republic of Türkiye, it was decided to redesign the logo of the Council in line with the newly adopted name.
        As a result of the discussions and negotiations held during the 2nd Meeting chaired by General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin, Final Declaration of the 2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States was signed by all Prosecutors General of the participant States in Ankara in 23 October 2023.

1st Meeting of the Council of Prosecutors General of Turkic Speaking States

 

“First Meeting of the Council of Prosecutors General of Turkic Speaking States" was held in Baku between 31 October–3 November 2021 as a result of the process started with the initiatives of General Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye Mr. Bekir Şahin and Prosecutor General of the Republic of Azerbaijan Mr. Kamran Aliyev who both share the same view on the importance of establishing a permanent consultation and working mechanism in order to develop and strengthen cooperation between the Prosecutors General Offices of Turkic Speaking States.

     President of the Republic of Türkiye H.E. Mr. Recep Tayyip Erdoğan, with his video message and the President of the Republic of Azerbaijan H.E. Mr. İlham Aliyev, with his written message honored the First Meeting of the Council of Prosecutors General.

    Establishment Document of the Council of Prosecutors General of Turkic Speaking States was signed in Baku on 1 November 2021 with the participation of Prosecutor General of the Republic of Azerbaijan Mr. Kamran Aliyev, Prosecutor General of the Kyrgyz Republic Mr. Zulushev Kurmankul, Prosecutor General of the Republic of Uzbekistan Mr. Nigmatilla Yuldashev, General Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye Mr. Bekir Şahin, and First Deputy Prosecutor General of the Republic of Kazakhstan Mr. Berik Assylov. President of the International Association of Prosecutors (IAP) Mr. Cheol-Kyu Hwang, Secretary-General of IAP Mr. Han Moraal, and Executive Director of IAP     Ms. Janne Hübner as well as the Turkic Council authorities attended the signing ceremony of the Establishment Document; and the Hungarian representative participated as observer.

The General Prosecution Office of the Supreme Court of Appeal holds evaluation meetings at the end of every year. The agenda is determined by taking into consideration the current legal issues as a result of the preparatory work carried out before the year-end evaluation meeting. The meeting serves as a platform to evaluate the activities of the year, make presentations to participants and discuss the issues. Further, to enhance morale and motivation, prosecutors are allowed to attend with their families, and information is provided by experts for self-development.

Outcomes achieved in the year-end work and meetings are compiled and published as a book to serve the practitioners.

 



Candidate prosecutors serving in judiciary are offered pre-service training programmes to enhance their training. In this context, candidates perform, under mentorship of public prosecutors of the Supreme Court of Appeal, legal reviews on the cases sent for appeal review to the Supreme Court of Appeal.



Judges and prosecutors serving in judiciary are offered in-service training programmes to improve their professional experience.
