“28th Annual Conference and General Meeting of the International Association of Prosecutors”

(24-27 September 2023 in London/England)

General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin, Senior Prosecutor at the General Prosecution Office Mr. Bülent Yenigün and Senior Prosecutor Responsible for International Relations at the General Prosecution Office Dr. İlknur Altuntaş participated in "the 28th IAP Annual Conference and General Meeting" held on 24-27 September 2023 in London upon the official invitation of Mr. Max Hill, Director of Public Prosecutions of England and Wales. 

During the Workshop Session 2 titled “Managing Digital/Electronic Evidence” of the Conference under the theme of “The Changing Nature of Crime in the 21st Century: Challenges and Responses”, Senior Prosecutor at the General Prosecution Office of the Supreme Court of Appeal Dr. İlknur Altuntaş made a presentation on “Türkiye’s Practices on the Use of Common Platforms & Case Management Systems Between Prosecutors, Investigators, and Courts”.

During the General Meeting of the Conference held on 26 September 2023, the Award and Certificate of Merit was presented to the General Prosecution Office due to the great success of the 1st Pan European Regional Conference on “Effective Investigation in the Age of Digitalization” was held in Istanbul between 2-5 May 2023, hosted by the General Prosecution Office of the Supreme Court of Appeal under the auspices of the International Association of Prosecutors.

During the Conference, Mr. Şahin also held bilateral meetings with the Prosecutor Generals of Netherlands, Suudi Arabia and the Director of Public Prosecutions of England and Wales. Within the scope of the visit, after the meeting held with the Director of Public Prosecutions of England and Wales, Memorandum of Understanding was signed on 26 September 2023 in order to strengthen cooperation and share experiences between the Crown Prosecution Service of England and Wales and the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye.

 

“Conference on Cross-Border Cooperation among the Prosecution Offices of Azerbaijan and Türkiye"

(9-11 July 2023 in the Nakhchivan Autonomous Republic)

Mr. Mehmet Akarca, President of the Supreme Court of Appeal of the Republic of Türkiye and Mr. Bekir Şahin, General Prosecutor of the Supreme Court of Appeal paid an official visit to the Nakhchivan Autonomous Republic between 9-11 July 2023 upon the invitation of Mr. Kamran Aliyev, Prosecutor General of the Republic of Azerbaijan. The accompanying delegation consisted of Mr. Rıdvan Gündoğdu, Deputy General Prosecutor of the Supreme Court of Appeal.

Mr. Şahin delivered a presentation during the Conference on "Cross-Border Cooperation among the Prosecution Offices of Azerbaijan and Türkiye" held within the scope of the visit. Then, the delegation had meeting with Mr. Fuad Necefli, the Plenipotentiary Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic.

 

“26th St. Petersburg International Economic Forum”    

(14-17 June 2023 in St. Petersburg/Russian Federation)

General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin and Prosecutors of the Supreme Court of Appeal Mr. Ömer Kara and Mr. Ömer Taş participated in the 26th St. Petersburg International Economic Forum held between 14-17 June 2023 in St. Petersburg upon the official invitation of Mr. Igor Krasnov, Prosecutor General of the Russian Federation. 

During the Forum, Mr. Şahin made a presentation at the Session on “Protection of the Interests of Entrepreneurs by the Means of the Legal System”; and attended to the Plenary Session which was addressed by the President of the Russian Federation Mr. Vladimir Putin.

Within the scope of the visit, Mr. Şahin also paid a visit to the Consulate General of the Republic of Türkiye in St. Petersburg.

 

“3rd Working Forum for the Balkan States' General Prosecutors”

(8-9 November 2022 in Bucharest/Romania)

 Mr. Rıdvan Gündoğdu, the Deputy General Prosecutor of the Supreme Court of Appeal and Assoc. Prof. Dr. Hakan A. Yavuz, Public Prosecutor of the Supreme Court of Appeal attended "the 3rd Working Forum for the Balkan States' General Prosecutors" upon the invitation of Ms. Gabriela Scutea, Prosecutor General of Romania which was held on 8-9 November 2022 in Bucharest.

Joint Conclusion on the Establishment of the Working Forum” was approved at the 1st Working Forum for the Balkan States’ General Prosecutors held in İzmir in 2019 with the joint initiative of the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye and the Prosecutor's Office of the Republic of Bulgaria. It was aimed to establish a permanent legal platform among General Prosecution Offices of the Balkan States. 2nd Working Forum for the Balkan States' General Prosecutors was hosted by the Prosecutor's Office of Bulgaria in Sofia in 2021.

Working Forum for the Balkan States’ General Prosecutors aims to strengthen the judicial cooperation between General Prosecution Offices of the Balkan region in order to fight effectively against trans-boundary crimes such as human trafficking, migrant smuggling, drug trafficking and especially terrorism, which all have international aspect.

 

“27th Annual Conference and General Meeting of the International Association of Prosecutors”

(25-29 September 2022 in Tbilisi/Georgia)

General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin and Senior Prosecutor Responsible for International Relations at the General Prosecution Office Dr. İlknur Altuntaş participated in "the 27th IAP Annual Conference and General Meeting" held on 25-29 September 2022 in Tbilisi upon the official invitation of Mr. Irakli Shotadze, Prosecutor General of Georgia. 

During the Workshop Session 1 titled “Digital Transformation across Criminal Justice Systems” of the Conference under the theme of “Global Phenomena Reshaping Criminal Justice Systems”, Senior Prosecutor at the General Prosecution Office of the Supreme Court of Appeal Dr. İlknur Altuntaş made a presentation on “Türkiye’s Digital Transformation across the Criminal Justice System, Türkiye’s e-Justice System-UYAP”. After the presentation on the UYAP implementation in Türkiye, positive feedback was received from the participants. It was stated by many participants that they want to benefit from our country's good practices and experiences in e-justice field.      

Mr. Şahin also held bilateral meetings with the Prosecutor Generals of Azerbaijan, Bahrain, Belgium, Georgia, Switzerland, United Kingdom as well as the President of Eurojust, and Secretary General and Executive Director of the International Association of Prosecutors. During the bilateral meetings, information was given on the "1st Pan European Regional Conference of the International Association of Prosecutors" which will be held in Istanbul on 2-5 May 2023 and invitations were extended for the upcoming event. During the Conference, an introductory leaflet regarding the 1st IAP Pan European Regional Conference, whose theme is “Effective Investigation in the Age of Digitalization”, was distributed to the participants at the stand during the Conference.

 

“First Meeting of the Council of Prosecutor Generals of Turkic Speaking States"

(31 October – 3 November 2021 in Baku/Azerbaijan)

Mr. Bekir Şahin, General Prosecutor of the Supreme Court of Appeal, attended  “the First Meeting of the Council of Prosecutor Generals of Turkic Speaking States" which was held in Baku between 31 October–3 November 2021 with the accompanying delegation consisting of Mr. Bahattin Azizağaoğlu, Ms. Dr. İlknur Altuntaş, Mr. Mutahhar Keleşoğlu and Ms. Ayşegül Esen, Prosecutors of the General Prosecution Office of the Supreme Court of Appeal upon the official invitation of Mr. Kamran Aliyev, General Prosecutor of the Republic of Azerbaijan. As a result of the process initiated with the initiatives of Mr. Bekir Şahin, General Prosecutor of the Supreme Court of Appeal of the Republic of Turkey and Mr. Kamran Aliyev, General Prosecutor of the Republic of Azerbaijan who both share the same view on the importance of establishing a permanent consultation and working mechanism in order to develop and strengthen cooperation between the Prosecutors General Offices of Turkic Speaking States; the Establishment Document of the Council of Prosecutors General of Turkic Speaking States was signed in Baku on 1 November 2021 with the participation of Mr. Kurmankul Zulusev, the Prosecutor General of the Kyrgyz Republic, Mr. Nigmatilla Yuldoshev, the Prosecutor General of the Republic of Uzbekistan, and Mr. Berik Asilov, First Deputy Prosecutor General of the Republic of Kazakhstan. Mr. Cheol-Kyu Hwang, President of the International Association of Prosecutors, and his delegation as well as the Turkic Council authorities attended the signing ceremony of the Establishment Document; and the Hungarian representative participated as observer. H.E. Mr. Recep Tayyip Erdoğan, the President of the Republic of Turkey, with his video message and H.E. Mr. İlham Aliyev, the President of the Republic of Azerbaijan, with his written message honored the First Meeting of the Council of Prosecutors General.

 

"Conference of Heads of Prosecutor’s Offices of European States"

At the Conference of Heads of Prosecutor’s Offices of European States, on behalf of our country, the General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin made a presentation under the title of "Role of Public Prosecutors outside the Criminal Justice System" within the Framework of Recommendation No. CM/REC (2012)11.

 

"2nd  Working Forum for the Balkan States' General Prosecutors"

2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States”, which aims the establishment of a permanent consultation and working mechanism in order to develop and strengthen cooperation between the Prosecutors General Offices of the Organization of Turkic States was hosted by the General Prosecution Office of the Supreme Court of Appeal between 22-26 October 2023 in Ankara.

Prosecutor General of the Republic of Azerbaijan Mr. Kamran Aliyev, Prosecutor General of the Republic of Kazakhstan Mr. Berik Assylov, Attorney General of the Kyrgyz Republic Mr. Zulushev Kurmankul, Prosecutor General of the Republic of Uzbekistan Mr. Nigmatilla Yuldashev, Prosecutor General of the Turkish Republic of Northern Cyprus Mr. Sarper Altıncık, with the accompanying delegations consisting of prosecutors who are experts in their fields, as well as the Secretary General of the Organization of Turkic States, Mr. Kubanychbek Omuraliev, General Counsel of the International Association of Prosecutors, Ms. Shenaz Muzaffer, and Executive Director of the International Association of Prosecutors, Ms. Janne Holst Hübner, along with national and foreign participants attended the 2nd Meeting of the Council of Prosecutors General of the Organization of Turkic States under the theme of “Legal Regulations and Country Practices on International Judicial Assistance & Challenges and Solutions”.

 

1st Pan European Regional Conference 
(2-5 May 2023, İstanbul/Türkiye)

The 1st Pan European Regional Conference on “Effective Investigation in the Age of Digitalization” was held in Istanbul between 2-5 May 2023, hosted by the General Prosecution Office of the Supreme Court of Appeal under the auspices of the International Association of Prosecutors (IAP). This Conference had a historical importance as the year 2023 is the 100th anniversary of the establishment of the Republic of Türkiye. General Prosecutors, Deputy General Prosecutors and senior prosecutors from 32 countries with the contributions of expert speakers from Germany, Austria, Belgium, Estonia, Netherlands, England, USA, Italy, Switzerland, Azerbaijan and Türkiye, participated to the Conference, which consisted of three sessions. 
During the Conference; topics of “Appearance and Effects of Digitalization in the Criminal Procedure”, “Fighting Against Economic Crimes in the Age of Digitalization”, and “Artificial Intelligence in Criminal Procedure” were discussed; the knowledge and experiences of the countries were shared; and the challenges faced in practice, necessary legal regulations and solutions in order to carry out an effective investigation for the crimes committed in the digital environment were evaluated.  Also, during the Conference, the General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin held bilateral meetings with the Prosecutor Generals of Azerbaijan, Bahrain, Bulgaria, Finland, Georgia, Morocco, Thailand, Tajikistan; and the Deputy Prosecutor General of Kazakhstan.

 

Study Meeting for the Prosecutors from the Prosecutor General’s Office of Azerbaijan
(17-27 October 2021, Ankara/Türkiye) 

Within the framework of the Memorandum of Understanding signed in order to strengthen cooperation and to share experiences between the Prosecutor General’s Office of the Republic of Azerbaijan and the General Prosecution Office of the Supreme Court of Appeal; the delegation, which was headed by Head of Strategic Planning and Risk Identification Department of the Scientific-Educational Center of the Prosecutor  General’s Office of Azerbaijan Mr. Dadaşov Fərid Zəmanioğlu, consisting of 11 prosecutors from the Prosecutor General's Office of Azerbaijan, conducted a study visit to Türkiye between 17-27 October 2021.
Within the framework of the study visit, the delegation was received by the General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin on 18 October 2021, and presentations were made regarding duties and powers of the General Prosecution Office of the Supreme Court of Appeal and mutual opinions were exchanged. The delegation visited the Presidency of the Supreme Court of Appeal, Ankara Regional Court of Appeal, Ankara Courthouse, Ankara West Courthouse, the Campus of Sincan Penal Institution, and Justice Academy of Türkiye.

 

International Conferences and Events Carried out by the General Prosecution Office of the Supreme Court of Appeal within the Scope of Türkiye’s 2020-2021 Chairmanship Term for the Southeast European Cooperation Process (SEECP)

 14 international participants from 5 countries as well as the General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin and Prosecutors of the Supreme Court of Appeal Mr. Ömer Kara, Ms. Dr. İlknur Altuntaş, Mr. Muhammet Tayıp Özdemir, Mr. Dr. Sacit Yılmaz and Ms. Ayben İyisoy participated in the International Conference on "Combating Transnational Organized Crimes" between 9-12 June 2021 in Antalya which was the fourth of four separate activities envisaged to be carried out by the General Prosecution Office of the Supreme Court of Appeal within the scope of Türkiye's 2020-2021 chairmanship term for the Southeast European Cooperation Process. General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin made a presentation on “the Role and Importance of Cryptocurrencies in the Fight Against Crime” at the second session of the Conference.

Twelve members of judiciary from Albania, Bosnia-Herzegovina, Bulgaria, Moldova, Montenegro and Romania participated in "retreat program" between 21-26 May 2021 in Antalya which was the third of four separate activities envisaged to be carried out by the General Prosecution Office of the Supreme Court of Appeal within the scope of Türkiye's 2020-2021 chairmanship term for the Southeast European Cooperation Process.

Four online meetings which were the second of four separate activities envisaged to be carried out by the General Prosecution Office of the Supreme Court of Appeal between 26-29 April 2021 within the scope of Türkiye's 2020-2021 chairmanship term for the Southeast European Cooperation Process were held;
    • On 26 April 2021, Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye Mr. Dr. Sacit Yılmaz made a presentation at the meeting on “Combating Cybercrime” in which prosecutors from Bulgaria, North Macedonia, Moldova, Romania, Serbia and Greece participated.
    • On 27 April 2021, Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye Ms. Canan Kaya made a presentation at the meeting on “the Impact of the COVID-19 Pandemic in the Exercise of Prosecution Services” in which prosecutors from Albania, Bosnia-Herzegovina, Bulgaria, North Macedonia, Moldova, Romania, Serbia and Greece participated.
    • On 28 April 2021, Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye Mr. Dr. Vehbi Kadri Kamer made a presentation at the meeting on “Combating Human Trafficking and Migrant Smuggling” in which prosecutors from Albania, Bosnia-Herzegovina, Bulgaria, Moldova, Romania, Serbia and Greece participated.
    • On 29 April 2021, Prosecutor of the Supreme Court of Appeal of the Republic of Türkiye Ms. Ayben İyisoy made a presentation at the meeting on “Combating Organized Drug Crimes” in which prosecutors from Albania, Bosnia-Herzegovina, Bulgaria, Moldova, Serbia and Greece participated.

Ten prosecutors from Albania, Bulgaria, Kosovo, Moldova and Romania participated in "Vocational Training Program" between 11-16 April 2021 which was the first of four separate activities envisaged to be carried out by the General Prosecution Office of the Supreme Court of Appeal within the scope of Türkiye's 2020-2021 chairmanship term for the Southeast European Cooperation Process.

 

1st Working Forum for the Balkan States' General Prosecutors 
(16-19 October 2019, İzmir/Türkiye)

"1st Working Forum for the Balkan States' General Prosecutors", which has a historical importance, was held in cooperation with the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye and the Prosecutor's Office of the Republic of Bulgaria between 16 - 19 October 2019 in İzmir with the participation of Mr. İsmail Rüştü Cirit the First President of the Supreme Court of Appeal, Mr. Abdulhamit Gül Minister of Justice, Mr. Mehmet Akarca General Prosecutor of the Supreme Court of Appeal, Mr. Bahattin AZİZAĞAOĞLU, Mr. İlyas ÖZBEK, Ms. Dr. İlknur ALTUNTAŞ, Mr. Halit ERİŞ, Ms. Fatma ÖZER, Mr. Dr. Sacit YILMAZ, Ms. Ayben İYİSOY, Mr. Dr. Vehbi Kadri KAMER, Mr. Fatih DENİZKUŞLARI Public Prosecutors of the Supreme Court of Appeal, General Prosecutors from Albania, Bosnia Herzegovina, Bulgaria, Montenegro, Kosovo, Romania and their delegations. The said Forum aims to strengthen the judicial cooperation between General Prosecution Offices of the Balkan region in order to fight against trans-boundary crimes such as human trafficking, migrant smuggling, drug trafficking and especially terrorism, which all have international aspect. Therefore, "Joint Conclusion on the Establishment of the Working Forum among the General Prosecution Offices of the Balkan States" was prepared during the Forum with the opinions and contributions of the participant countries and the delegations; and it was aimed for the General Prosecutors of the Balkans States to come together in a Balkan State every year in order to share their problems and good practices within the framework of a particular theme. It was decided that the 2nd Working Forum for the Balkan States' General Prosecutors will be held in Bulgaria in 2020, the 3rd Working Forum will be held in Romania in 2021.

General Prosecutor of the Supreme Court of Appeal Mr. Bekir Şahin and Prosecutors of the Supreme Court of Appeal Mr. Bülent Yenigün, Ms. Dr. İlknur Altuntaş and Ms. Neslihan Aslan participated in 5th Meeting of the Attorneys / Prosecutors General of the Economic Cooperation Organization which was held between 15-17 May 2024 in Dushanbe upon the official invitation of the Prosecutor General of the Republic of Tajikistan, Mr. Yusuf Rahmon.

Head of the Delegations were received by the President of the Republic of Tajikistan Mr. Emomali Rahmon before the meeting which the General Prosecutors of Azerbaijan, Iran, Kazakhstan, Kyrgyzstan, Uzbekistan, Pakistan, Saudi Arabia and Turkmenistan attended along with their delegations. During the meeting, Mr. Şahin made a presentation on "Important Directions of International Cooperation Between the Prosecutor’s Offices of the ECO Member States at the Modern Stage".

During the Meeting, Mr. Şahin held bilateral meeting with the Prosecutor General of the Islamic Republic of Iran, and also held quadruple meeting with Prosecutor General of the Republic of Azerbaijan, Prosecutor General of the Republic of Uzbekistan and the Deputy Prosecutor General of Kyrgyz Republic. Ambassador of the Republic of Türkiye in Dushanbe, Mr. Umut Acar accompanied the delegation during the ECO Meeting and the meetings held with the foreign delegations. Mr. Şahin and his delegation also visited the Embassy of the Republic of Türkiye in Dushanbe.

Within the scope of the visit, after the meeting held with the Prosecutor General of the Republic of Tajikistan, Memorandum of Understanding was signed on 15 May 2024 in order to strengthen cooperation and share experiences between the Prosecutor General’s Office of the Republic of Tajikistan and the General Prosecution Office of the Supreme Court of Appeal of the Republic of Türkiye.

Within the scope of the objectives of the establishment of the Council of Prosecutors General of the Organization of Turkic States, in order to strengthen the exchange of information and close cooperation between the Prosecutor General's Offices of the Member States through regular meetings and joint trainings; Training Seminar for the Prosecutors of Member States of the Organization of Turkic States under the title of “Role of Prosecutors in Investigations/Prosecutions Regarding Human Rights Violations” was held by the General Prosecution Office of the Supreme Court of Appeal on 7-8 May 2024 in Antalya. Twenty prosecutors from the Prosecutor General’s Offices of Azerbaijan, Kyrgyzstan, Uzbekistan and Turkish Republic of Northern Cyprus participated in the Seminar.

Within the scope of the Seminar, information was given about the Turkish judicial system by emphasizing the importance of developing cooperation mechanisms among the Prosecutor General's Offices of the Member States of the Organization of Turkic States regarding combating human trafficking and crimes against humanity. Evaluations were made on the fact that the development of personal relations and communication network between colleagues will make a great contribution to strengthen mutual cooperation.
