Upon an appeal of a decision of a Court of First Instance or a Regional Court of Appeal; the Prosecution Office examines the case and then prepares a judicial opinion known in Turkish as “tebliğname”. The task of preparing these judicial opinions constitutes the predominant part of the work of the General Prosecutor of the Supreme Court of Appeal.

Files incoming for appeal review are recorded, barcoded, and taken into the archives to be reviewed by the chambers in line with the division of work corresponding to Criminal Chambers of the Supreme Court of Appeal. Files are reviewed in priority if it is identified that the file contains such specific issues as relating to abandonment of appeal, running of the statute of limitations, urgent situations involving entrusted goods, accused being a public servant, a request for compensation arising from wrongful arrest/detention, accused under arrest, appeal review of decisions after reversal and starting of execution of the decision.
